Role Rationale

  • This is a cross-cutting junior professional role, combining programme data management, digital data collection, reporting, basic automation and first-line IT support. The Assistant will support State Delivery and Insights Unit/ Health Delivery Implementation Unit (SDIU/HDIU) and the Execution Grant, FMoH HSS/HRH Investment, KSDF charitable and community-development activities, and other assigned programmes, strengthening data quality, reporting and digital systems across the portfolio.

The role is intentionally developmental, building practical capability in data systems, digital tools, automation and digital health, while remaining distinct from specialist Data Analyst, Software Developer, MEL or IT Officer roles

The Programme Data, Digital Systems & IT Support Assistant will provide reliable programme data, digital systems, reporting, field-monitoring, and IT support across KSDF's portfolio. The Assistant will help ensure that programme information is accurate, organised, validated, analysed, presented, accessible, and routinely used for decision-making. The position will also support the gradual automation of repetitive programme processes and strengthen KSDF's internal digital working environment.

Key Responsibilities

The role will provide cross-cutting programme data, digital systems, reporting and IT support across KSDF's programme portfolio, including the SDIU/HDIU and Execution Grant, Federal Ministry of Health and Social Welfare, including Health Systems Strengthening (HSS) and Human Resources for Health (HRH). (FMoHSW HSS/HRH)ZZZ Investment, KSDF charitable and community-development activities, and other projects that may be assigned during the period of engagement.

Programme Data and MEL Support

  • The Assistant will provide programme data and routine MEL support across assigned KSDF projects and workstreams. Responsibilities will include:
  • Maintain programme indicator, activity, implementation and action trackers across assigned projects.
  • Collect, consolidate and organise programme data from KSDF teams, government counterparts, facilities, beneficiaries and implementing partners.
  • Conduct basic checks for data completeness, consistency and accuracy across programme submissions.
  • Clean and maintain accurate and up-to-date programme and operational data, organise programme datasets and follow up on incomplete, inconsistent or missing submissions.
  • Support routine data verification, spot checks and other data-quality exercises across assigned projects.
  • Maintain evidence and documentation supporting programme activities, deliverables and milestones.
  • Assist programme teams to track activities against agreed indicators, targets, workplans and milestones.
  • Support preparation of weekly, monthly, quarterly and other routine programme data and reporting outputs.

Reporting, Dashboards and Documentation

  • The Assistant will provide routine reporting, data visualisation and documentation support across assigned KSDF projects, including:
  • Prepare basic tables, charts, summaries and descriptive analyses from programme data.
  • Support development and updating of simple programme dashboards and performance-tracking tools.
  • Prepare data and presentation materials for programme review meetings, technical meetings and stakeholder engagements.
  • Support preparation of meeting packs, presentations and routine programme reporting materials.
  • Maintain electronic programme folders, evidence repositories and supporting documentation.

Digital Systems and Process Improvement

  • The Assistant will support digitalisation and practical process improvements across KSDF projects and internal programme processes. Responsibilities will include:
  • Identify repetitive manual programme and administrative processes that could be simplified, standardised or digitised.
  • Develop basic Excel templates, trackers, validation tools and other practical data-management tools.
  • Develop simple Python scripts or other approved automation tools under appropriate supervision.
  • Support migration of suitable paper-based or manual processes into structured digital formats.
  • Assist programme teams in improving the usability, consistency and efficiency of routine data and reporting processes.
  • Test digital tools before deployment and document identified issues and required improvements.
  • Maintain basic user instructions, change logs and documentation for digital tools developed or supported.
  • Support teams in the adoption and appropriate use of approved digital tools.
  • Escalate complex software-development, systems-integration or technical requirements to appropriate specialists.

First-Line IT and Digital Support

  • The Assistant will provide basic first-line IT and digital support across KSDF programmes, offices and assigned project activities, helping staff to use the organisation's approved technology and digital tools effectively. Responsibilities will include:
  • Provide first-line support for computers, printers, scanners and other office peripherals used by KSDF and assigned project teams.
  • Support routine internet, connectivity and basic user-access issues.
  • Assist with software installation, updates, configuration and routine troubleshooting.
  • Support the setup of computers, user accounts and basic digital tools for new staff and project personnel.
  • Provide basic technical support during physical meetings, workshops, trainings and virtual sessions.
  • Support programme and project teams in the basic use of approved digital platforms and applications.
  • Maintain an up-to-date inventory of KSDF IT equipment and assigned project technology assets.
  • Support basic file-management, backup and other routine digital practices as directed.
  • Document recurring IT and user-support issues and escalate unresolved matters where necessary.
  • Escalate advanced hardware, networking, cybersecurity, server, systems or other specialised technical issues to the appropriate service provider or technical specialist.
  • This function is intended as first-line user support and does not constitute responsibility for enterprise IT infrastructure, cybersecurity management, software development or advanced systems administration.

KSDF Charitable and Social-Development Activities

The Assistant will provide data, documentation and digital support for KSDF’s charitable, community and social-development activities, as required across education assistance, medical support, community interventions and other philanthropic programmes. Responsibilities will include:

  • Develop and maintain accurate beneficiary databases for assigned interventions.
  • Support the digitisation of beneficiary registration, tracking and follow-up processes.
  • Support data collection during community and charitable programme activities.
  • Verify, clean and update beneficiary information to ensure data accuracy and completeness.
  • Maintain organised electronic records of beneficiaries, assistance provided and programme activities.
  • Track programme reach by location, intervention and relevant beneficiary categories.
  • Support follow-up surveys and beneficiary verification exercises where required.
  • Assist with documentation of programme activities, outputs, outcomes and beneficiary stories.
  • Prepare simple periodic data summaries and updates for management.
  • Support the collection and organisation of programme evidence, including photographs, attendance records, consent documentation and other supporting records.
  • Ensure beneficiary information and other personal data are handled confidentially and in accordance with KSDF's approved data-protection requirements.

The Assistant will work closely with the Technical Assistant to provide cross-cutting coordination and documentation support across assigned KSDF projects and programme activities, including:

  • Participate in relevant project, programme and technical meetings.
  • Maintain assigned meeting notes, action trackers and follow-up records.
  • Support programme teams in maintaining organised electronic project files and documentation.
  • Assist with preparation of meeting packs, presentations and other programme materials.

Recommended Organizational Positioning

This should be a programme position, not an Administration/IT position. Although IT support forms part of the duties, the greater institutional value to KSDF will come from placing the Assistant close to SDIU/, Execution Grant monitoring, HFC/registry/LIFT data, the federal HSS/HRH investment, and KSDF programme reporting systems. IT support should therefore remain a secondary responsibility.

Kainuwa Sustainable Development Foundation (KSDF) is implementing and supporting an expanding portfolio of health systems strengthening, primary healthcare, institutional capacity-building, and social-development interventions. Current and emerging areas of work include:

  • The Gombe State Execution Grant and technical support to the State Delivery/Health Delivery Implementation Unit (SDIU/HDIU).
  • Health-facility performance, PHC functionality, implementation discipline, quality improvement, and accountability initiatives.
  • Technical assistance to the Federal Ministry of Health and Social Welfare, including Health Systems Strengthening (HSS) and Human Resources for Health (HRH).
  • Community and charitable health interventions, education support, and other social-development activities.
  • Research, policy development, evidence synthesis, proposal development, stakeholder engagement, and implementation support to government institutions and partners.

The growing breadth of this portfolio requires reliable day-to-day technical coordination, documentation, evidence synthesis, implementation follow-up, field coordination, and structured programme management assistance. KSDF therefore requires a Technical Assistant - Health Systems & Programme Implementation based in its Abuja Office.

Role Rationale

This role is designed as a cross-cutting technical programme position rather than a clinical nursing post. It translates frontline clinical(Primary health care) and community-health experience into practical programme implementation, technical documentation, research, stakeholder coordination, quality improvement, and health-systems support across KSDF investments.

These responsibilities are technical support functions and do not replace KSDF's formal procurement, logistics, finance, or asset-control processes.

Quality Improvement and Frontline Clinical Perspective

  • Support development and use of simple quality-improvement tools and practical facility-support checklists.

The position is not primarily a practising nursing role; its purpose is to translate frontline clinical experience into stronger programme implementation and health-systems support.

Role purpose

To serve as the analytical-management bridge within the DMU by converting fragmented technical updates, committee submissions, Execution Grant progress, AOP tracking and DIU findings into concise management problems and decision-ready briefs. The role interprets implementation, institutional dependencies and programme progress and translates them into management decisions.

Key responsibilities

1. Consolidate implementation evidence

  • Receive and synthesize submissions from existing technical committees and TWGs.
  • Review Execution Grant milestones, AOP actions and partner implementation updates.
  • Identify duplicate, inconsistent or conflicting progress reports across mechanisms.

2. Frame management problems

  • Work with DIU colleagues to determine whether a programme concern is supported by available evidence.
  • Develop structured problem statements covering what is happening, where, since when, likely drivers, what has already been tried and what decision is needed.
  • Distinguish technical issues, coordination issues and matters requiring leadership authority.

3. Prepare decision products

  • Prepare TMT decision briefs with options, implications and recommended accountable institutions.
  • Maintain a cross-cutting view of dependencies across service delivery, financing, supply chain, HRH and data.
  • Support the Senior TA in identifying repeated system constraints requiring policy or structural action.

4. Minimize reporting burden

  • Avoid creating additional programme reporting requests where AOP, grant or committee reports can provide the necessary information.
  • Work with the TMT Secretary to establish one authoritative action narrative for each priority issue.

  • Monthly integrated programme-performance narrative.

1. Monitor priority supply-chain issues

  • Track availability, stock-outs, expiry/unusable stock, inventory turnover, procurement adherence and DRF-related performance.
  • Use existing GODMA/GoPharma and LMIS outputs as the starting point rather than creating duplicate reporting.

2. Link commodities to service delivery

  • Work with DIU analysts to connect commodity availability with service volumes and facility performance.
  • Distinguish supply problems caused by procurement, warehousing, ordering, distribution, financing, facility consumption practices or poor data quality.

3. Coordinate resolution and escalation

  • Support GODMA/GoPharma in resolving cross-institutional issues that exceed normal operational authority.
  • Track TMT actions affecting procurement, distribution, financing or facility compliance.
  • Ensure emerging integration with the state data environment is used rather than replicated through separate SDIU reporting.

  • Monitor rejected/returned claims, turnaround times, provider response, beneficiary complaints and access barriers.

2. Diagnose financing-related barriers

  • Identify where low utilization may be related to insurance coverage, affordability, provider readiness or referral constraints.
  • Support follow-up on vulnerable-population coverage and hard-to-reach populations where data permit.

3. Coordinate and track action

  • Coordinate with the DIU on interpretation of HRH registry, biometric attendance, facility census and service-volume data.
  • Distinguish nominal staffing availability from actual staff presence and productivity.
  • Ensure workforce recommendations consider workload, readiness and geography rather than headcount alone.

4. HSMB and secondary-care strengthening

  • Recognize limitations created by paper-heavy hospital data systems.
  • Avoid demanding high-frequency analytics from systems that cannot reliably produce them.
  • Prioritize pragmatic improvements in record completeness, monthly validation and use of existing NHMIS tools before recommending sophisticated digital products.

5. Committee interface

Key responsibilities

1. Establish the SDIU operating model

  • Translate the approved architecture into practical operating arrangements, calendars, templates and decision pathways.
  • Establish clear interfaces between the TMT, DMU, DIU, existing technical committees and implementation institutions.
  • Ensure the SDIU does not duplicate Planning Cell, AOP, data-review, supportive-supervision or other existing state routines.

2. Support the HCH-led TMT

  • Work with the HCH, TMT Secretary and Senior Programme Analyst to develop focused agendas around issues requiring leadership action.
  • Ensure the TMT functions as a decision forum rather than a general presentation forum: each agenda item should state the problem, evidence, decision required, accountable owner and expected result.
  • Support the HCH in distinguishing technical issues that should remain with existing committees from matters requiring senior leadership intervention.
  • Help identify unresolved cross-agency constraints requiring escalation beyond the health sector.

3. Strengthen cross-institutional coordination

  • Facilitate resolution of dependencies across PHC, secondary care, health financing, commodities, HRH, planning and data.
  • Ensure Management Advisors facilitate government delivery rather than substitute for agency programme managers.
  • Support alignment of Execution Grant actions, AOP priorities and partner-supported interventions with government priorities.

4. Build delivery-management capability and transfer ownership

  • Coach the TMT Secretary and government counterparts on structured problem solving, review preparation, action management and escalation.
  • Ensure every partner-supported role has a named government counterpart and documented transfer milestones.
  • Periodically assess which routines can transition to government and recommend phased reduction of embedded TA.

5. Strengthen evidence use

  • Work with the Head of DIU to ensure TMT discussions use validated evidence rather than competing programme narratives.
  • Ensure analytical findings are converted into clear management questions and choices.
  • Promote triangulation where sources disagree rather than allowing one system to automatically override another.

  • Operational SDIU SOP and review calendar.
  • TMT agenda and decision-preparation protocol.
