    Management Advisor – Medicines and Supply Chain

Background

The Gombe State Delivery and Insights Unit (SDIU) aims to strengthen the state’s existing health-system architecture by creating a consistent mechanism that connects data, management decisions, coordinated implementation, follow-up and escalation. The SDIU works to strengthen existing statutory functions and connect them into one repeatable evidence-to-decision-to-action cycle. it will connect leadership structures, technical forums, delivery agencies and data systems into one government-led decision-to-action mechanism. The SDIU is not intended to operate as a parallel programme management unit, replace existing government institutions, duplicate technical committees, or assume responsibility for programme implementation.

Role purpose

To ensure that supply-chain performance issues identified through GODMA/GoPharma, LMIS and service-delivery data are converted into coordinated management action and considered as part of wider facility-performance discussions. The Advisor’s role is to strengthen management follow-through around supply-chain constraints.

Key responsibilities

1. Monitor priority supply-chain issues

• Track availability, stock-outs, expiry/unusable stock, inventory turnover, procurement adherence and DRF-related performance.
• Use existing GODMA/GoPharma and LMIS outputs as the starting point rather than creating duplicate reporting.

2. Link commodities to service delivery

• Work with DIU analysts to connect commodity availability with service volumes and facility performance.
• Distinguish supply problems caused by procurement, warehousing, ordering, distribution, financing, facility consumption practices or poor data quality.

3. Coordinate resolution and escalation

• Support GODMA/GoPharma in resolving cross-institutional issues that exceed normal operational authority.
• Track TMT actions affecting procurement, distribution, financing or facility compliance.
• Ensure emerging integration with the state data environment is used rather than replicated through separate SDIU reporting.

Key deliverables

• Monthly commodity exception and bottleneck brief.
• Supply-chain action tracker.
• Root-cause summaries for repeated commodity failures.
• Quarterly assessment of whether corrective actions improved commodity availability.

Suggested performance indicators

• Reduction in repeated high-priority commodity bottlenecks.
• Share of supply-chain issues resolved within agreed timelines.
• Increased linkage between commodity and service-performance analysis.

Recommended profile / capabilities

• Bachelor’s degree in Pharmacy, experience with Supply Chain Management, Logistics, Public Health, Health Administration, or a related discipline.
• Professional qualification in pharmacy or a related field is an advantage.
• Minimum 7 years of relevant professional experience in health commodities, pharmaceutical supply chains, logistics, programme management and  health-system strengthening
• Familiarity with LMIS, DRF and public-sector commodity systems.
• Strong ability to distinguish technical supply problems from coordination and financing constraints..
• Demonstrate experience managing or supporting public-sector medicines and health-commodity supply chains.
• Strong understanding of forecasting, quantification, procurement, warehousing, distribution, inventory management, and LMIS processes.
• Demonstrate experience working with government health institutions and multidisciplinary teams.
• Experience in supply-chain performance management and bottleneck resolution.
• Strong analytical, organizational, and problem-solving skills.
• Excellent communication and stakeholder-management capabilities.
